In California do you have turn your running lights/headlights on during the day driving in an ugly storm or...? - headlights on in daylight in california

Is it voluntary? I'm not talking hours of light at sunrise and sunset. If so, how do you know if the storm is quite ugly, as you light on? I know what common sense tells us, but I'm curious what the law says.
